      Stormwater utilities are emerging as local government\u2019s most effective means to manage water quality and quantity concerns on behalf of their constituents. This presentation is provided by Raftelis, a U.S.-based utility financial consulting practice, in partnership with SPEL Stormwater and Stormwater Shepherds. The Raftelis team will highlight the purpose, recommended approach, and best practices that should be considered when implementing a new stormwater utility. Raftelis has decades of experience designing and implementing new stormwater utilities in the U.S., and will share their approach to ensuring the legal, financial, administrative, and customer service success of the stormwater program.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

      In this presentation, Raftelis will focus on three case studies of recent stormwater utility implementations for three of the largest metropolitan areas in the U.S. From the burning Cuyahoga River in Cleveland, Ohio, to aging infrastructure in Baltimore, Maryland, and ongoing new development and growth in Dallas, Texas, attendees will learn of the challenges facing municipalities with separate stormwater utilities. Raftelis will present the diverse stormwater management needs of these cities and will demonstrate the solutions that we developed and tailored to meet the specific requirements for each city. Attendees will also learn some of Raftelis\u2019 keys to stormwater management success developed during their experience in implementing over 50 utilities throughout the U.S.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

      Mr. McPhee has nine years of experience in the fields of application development and data analysis in support of water, wastewater, stormwater, and solid waste projects. As a data analyst and application developer, he has experience including financial modeling, impervious area digitization and quantification, stormwater utility financial analysis, relational database development, Oracle and SQL Server programming, and desktop\/web\/mobile application development. His qualifications include specialized training in ESRI ArcGIS analysis and tool development, Microsoft .Net programming in the C# and VB.Net languages, web application programming in the ASP.Net language, and mobile application development for the iOS (iPhone) and Windows Phone platforms. He is well versed in the entire lifecycle of stormwater utility development including feasibility studies, implementation, customer service, data maintenance, and process improvement. He is also familiar with water, wastewater, and solid waste financial modeling including cost of service studies, rate structure design, affordability and impact analyses, and billing system best management practices.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

      Jill Wu \u2013 Senior Consultant<\/span>
      Ms. Wu has four years of experience assisting local governments with the development and implementation of stormwater utilities, with stormwater, wastewater and solid waste financial modeling, and with billing data analysis. Some clients she has worked closely with include the Northeast Ohio Regional Sewer District, the City of Dallas, Montgomery County Environmental Services (OH), the Sewerage and Water Board of New Orleans, and the City of San Jos\u00e9.
